John E. Fine is the Principal Officer of Fine Consulting Agency LLC, where he focuses on policy analysis, legislative framework development, and governance design for complex and emerging institutional environments.

Mr. Fine has more than three decades of professional experience spanning technical fields, organizational operations, and policy-related work. He holds a Bachelor of Science degree in Political Science from Troy University, graduating at the top of his class, and an Associate of Science degree in Early Childhood Development. His academic background reflects a multidisciplinary approach to systems, institutions, and human-centered policy considerations.

Mr. Fine served in the United States Army prior to retirement, gaining experience in structured organizations, operational accountability, and leadership within regulated environments. His professional background also includes extensive experience in the automotive technology sector, which has contributed to his practical understanding of applied systems, compliance, and technical standards.

In recent years, Mr. Fine has focused on developing legislative and governance frameworks, including analytical and drafting work in emerging and non-traditional policy environments. He has contributed to legislative analysis and policy development within Asgardia Space Nation, serving in a parliamentary role and participating in the drafting and evaluation of legislative acts and policy frameworks. This work was analytical and advisory in nature and did not involve representational authority.
